おかしいですね。
どちらも古いものです。
普通なら

c:/usr/local/share/texmf/tex/latex/base

に，ifthen.sty があるはずなのですが．．．．．
このファイルは
　　latex 標準配布
とされているもので，普通にインストールすればあるはずです。
再度
c:/usr/local/share/texmf/tex/latex/base
に存在しないか，確認してください。
